Abstract
Discourse analysis is applied to interviews with transnational energy actors in Cambodia, examining their influence on energy development, in a time of increasing electrification. Equity and affordability of electricity was a common utterance by the influential state level energy actor, Electricite du Cambodge; however, this was not prioritised by transnational energy actors. This thesis invites a rethinking of energy development by actors in Cambodia to prioritise equity in renewable energy development and has relevance for countries undergoing energy transitions.
