Smart growth is vital for Industry 4.0, but it mainly focuses on urban areas, which widens the urban-rural socioeconomic gap. This study proposed a decision-making framework, which includes smart rural, rural resilience, and sustainable rural development to improve the socioeconomic condition in Sarawak. Through case studies, rural areas in Sarawak were found to be not ready for smart rural, and basic necessities were perceived as critical indicators.
